Can a US salvage car get UAE plates?
Sources checked 20 October 2026.
Cars from US salvage auctions are shipped to the UAE every week, but getting through customs isn't the same as getting plates. Some damage types can't be licensed at all, and every used import goes through a federal check and a technical inspection before registration. This page walks through those checks in order. It isn't legal advice. Confirm with MOIAT, your emirate's traffic authority and your clearing agent before you bid. Costs are in Landed cost in Dubai, and the wider UAE rules are in Importing a US auction car into the UAE.
Step 1: is the damage type banned?
The Ministry of Industry and Advanced Technology (MOIAT) says national requirements prohibit the import, licensing and insuring of 7 types of vehicles, including burnt out, scrapped, flooded and disassembled cars, cars damaged beyond repair and cars with major manufacturing defects (MOIAT, checked 20 Oct 2026).
- Flood, fire/burnt, beyond repair, scrapped, disassembled, major manufacturing defect: no UAE plates.
- Rebuilt: MOIAT's page names six types. Press reports list rebuilt or rehabilitated cars among the seven (Gulf News, 2018; Zawya). Ask MOIAT before you bid.
- Other repairable damage (e.g. a front-end hit): not on the list. It still has to clear Steps 3 and 4.
- The US title word alone doesn't settle it. We found no official rule that maps US title brands ("salvage", "rebuilt", "flood") onto these types. The damage history behind the VIN matters, and MOIAT's check searches the VIN in a vehicle-history database (MOIAT user manual, checked 20 Oct 2026).
Step 2: re-export is a different path
MOIAT says its system excludes imported light vehicles for re-export (MOIAT, checked 20 Oct 2026). Dubai Customs uses separate declaration types for "Import to Local" and "Import for Re-Export" (Dubai Customs Customer Guide, checked 20 Oct 2026). So a flood or fire car may move through the UAE for re-export, but that route doesn't lead to UAE plates. Decide which path you're on before you bid.
Step 3: customs clearance and the Vehicle Clearance Certificate
After the car clears customs, you need a Vehicle Clearance Certificate (VCC). Dubai Customs says it's "a mandatory requirement for all vehicles that need to be registered within the UAE". The fee is AED 30 per vehicle (Dubai Customs, checked 20 Oct 2026 · estimate — confirm locally). Duty and VAT are covered in the Dubai landed-cost guide.
Step 4: MOIAT status statement and Gulf-spec conformity
- Product Status Statement: MOIAT confirms the imported used vehicle "is eligible for registration in the traffic system". The fee is AED 200, and it needs a UAE ID and the VIN (MOIAT, checked 20 Oct 2026 · estimate — confirm locally).
- Product label cards: these confirm the car is "free from a list of damages that could affect its safety". AED 1 per card, 7 cards per vehicle, and they require the status statement first (MOIAT, checked 20 Oct 2026 · estimate — confirm locally).
- Gulf-spec conformity: for Dubai registration, RTA lists "a document proving that the vehicle is compliant with the Gulf Specifications (MOIAT, Conformity Sector), if the vehicle isn't compliant on the Customs Card" (RTA, checked 20 Oct 2026). A US-spec car usually isn't built to Gulf spec, so ask MOIAT what your exact car needs.
Step 5: technical inspection and registration
Dubai (RTA):
- Documents: Emirates ID, electronic customs certificate, sale agreement, and the conformity document if needed.
- An imported or previously owned car needs a technical inspection and must pass the traffic safety test.
- Residents can register up to 3 vehicles.
- Right-hand-drive cars can't be registered unless they have a classic plate.
- A possession certificate from another emirate can't be used in Dubai.
- Source: RTA (page updated 6 Oct 2026), checked 20 Oct 2026.
Other emirates:
- Register with that emirate's traffic authority through the Ministry of Interior's channels, or Abu Dhabi Police in Abu Dhabi.
- You need a positive inspection, insurance, all fines paid, and a VCC or export/possession certificate (u.ae, checked 20 Oct 2026).
- MOI says used vehicles must pass a technical inspection, with insurance valid for 13 months (MOI, checked 20 Oct 2026).
Fees: registration, inspection and plate fees aren't on these pages. Ask the testing centre.

Put it into the free calculator
The live max bid calculator is a free USD worksheet with no account: max bid = resale − repair − buyer fee − transport − title and registration − target profit. It doesn't check eligibility and has no customs fields. Only run the numbers once the car can get plates. Put the fees above, plus registration and inspection, into Title and registration, converted to USD. The full cost lines are in Landed cost in Dubai.

The FlipRadar Chrome extension version with Market Profiles adds dirham amounts, landed cost at your port, a walk-away line, and flags for flood, fire and beyond-repair lots when you choose local plates. FAQ
Can a US salvage car be registered in the UAE?
It depends on the damage, not only on the title. MOIAT says the import, licensing and insuring of 7 types of vehicles is prohibited, including burnt out, scrapped, flooded and disassembled cars, cars damaged beyond repair and cars with major manufacturing defects (moiat.gov.ae, checked 20 Oct 2026). A damaged car outside those types still needs a MOIAT Product Status Statement and a passed technical inspection before plates. Confirm locally.
Are flood or fire cars banned if I only re-export them?
MOIAT says its system excludes imported light vehicles for re-export (moiat.gov.ae, checked 20 Oct 2026). That exemption is for re-export, not for UAE plates. Confirm with Dubai Customs or your clearing agent which declaration type applies.
What is the MOIAT Product Status Statement?
A MOIAT certificate confirming that an imported used vehicle is eligible for registration in the traffic system. The fee is AED 200, and it needs a UAE ID and the vehicle's VIN (moiat.gov.ae, checked 20 Oct 2026). Estimate — confirm locally.
Does a US-spec car need GCC conformity to register in Dubai?
RTA lists a document from MOIAT's Conformity Sector proving the vehicle complies with Gulf specifications, if the customs card doesn't show it as compliant (rta.ae, checked 20 Oct 2026). Ask MOIAT or your agent what that means for your exact car.
Can I register a right-hand-drive car in Dubai?
RTA says no, unless it has a classic plate (rta.ae, checked 20 Oct 2026).
Are rebuilt cars banned too?
MOIAT's page names six of the seven banned types and doesn't say whether rebuilt cars are the seventh. Press reports list rebuilt or rehabilitated cars among them (Gulf News 2018, Zawya). Treat a rebuilt car as a question for MOIAT before you bid.
Does the FlipRadar calculator check UAE eligibility?
No. The free max bid calculator is a USD worksheet with no customs or eligibility checks. Use it for the numbers after you know the car can get plates. The cost lines are in the Dubai landed-cost guide.
