The Georgia car customs calculator on rs.ge, field by field
Georgia's Revenue Service has a free official calculator for the customs cost of an imported car: the Auto/Moto Levy Calculator on rs.ge (Georgian version). It gives you excise, customs tax (import duty) and the standard clearance fees in lari. This page explains each field, so the number you get matches the car you're bidding on. For how excise works, see Georgia car excise by year.
Read on checked 20 Oct 2026. The page says to check first that your car is in the passenger vehicle category. FlipRadar doesn't copy or embed the calculator; use it on rs.ge.
The fields, one by one
Vehicle or Motorcycle. Use the Vehicle tab for a car.
Hybrid, Electric, Sport, Classic, Right Wheel/Moved. Tick boxes, all off by default.
- Hybrid lowers excise for a left-hand-drive hybrid aged 0–6. For a 2.0 L car made in 2020, the calculator returned 1,200 GEL excise with Hybrid ticked against 3,000 GEL without (rs.ge, checked 20 Oct 2026 · estimate — confirm locally).
- Right Wheel/Moved is for right-hand-drive cars and cars whose steering was moved. Art. 188 triples the rate; the same 2020 car returned 9,000 GEL (rs.ge, checked 20 Oct 2026 · estimate — confirm locally). This is a tax setting only; it says nothing about whether such a car can be registered.
- Electric greys out the engine field; with Right Wheel/Moved it fixes the engine at 2.0 (rs.ge page script, checked 20 Oct 2026). The excise guide has the electric-car rules.
- Classic limits the year list to cars at least 31 years old (rs.ge page script, checked 20 Oct 2026). Sport: the page doesn't say what it changes, and we didn't test it.
- There's no fuel field for petrol or diesel.
Manufacture Year. Enter the year the car was built, not the model year. Art. 188 counts age as the year the declaration is registered minus the year of manufacture (legali.ge, checked 20 Oct 2026). On a US car, the model year is the 10th character of the VIN (49 CFR 565.15), while the build month and year are on the door-jamb label (49 CFR 567.4), and the two can differ by a year. It matters: the same 2.0 L car returned 3,000 GEL excise with 2020 and 9,000 GEL with 2019 (rs.ge, checked 20 Oct 2026 · estimate — confirm locally).
No declaration date. The calculator has no field for when you'll declare. In our runs the result matched a 2026 declaration. If the car will be declared next calendar year, it may cross the 6-year line: check the excise guide for the rule (· estimate — confirm locally).
Engine. A list in litres, in 0.1 L steps. Your title or spec sheet gives cm³: divide by 1,000 and pick the nearest step. Art. 188 charges per cm³, so a 1,998 cm³ engine entered as 2.0 L shows 3,000 GEL where the declared cm³ would give 2,997 GEL (estimate — confirm locally).
Used days. Leave it blank if you declare on time. The page says that after the 60-day declaration timeframe expires, you enter the number of days, out of an extra 30, by which it was or is being extended. The page script adds 5 GEL per day (rs.ge, checked 20 Oct 2026 · estimate — confirm locally).
Calculate. Shows Excise duty, Customs Tax and the total.
What the total includes and leaves out
The total adds:
- Excise duty (Tax Code Art. 188, legali.ge).
- Customs Tax, which is import duty.
- Clearance of the vehicle: 150 GEL, and six Service Agency fees the page lists:
| Fee shown on rs.ge (checked 20 Oct 2026) | Amount |
|---|---|
| Clearance of the vehicle | 150 GEL |
| Filling the customs declaration | 50 GEL |
| Expert examination act | 30 GEL |
| Issuance of an Internal Transit Number | 50 GEL |
| Registration certificate | 100 GEL |
| Vehicle Registration number | 80 GEL |
| Vehicle Inspection act | 20 GEL |
| Total | 480 GEL |
Source: rs.ge calculator, checked 20 Oct 2026. GEL. estimate — confirm locally. What each step is, and when you pay it, is in Registering an imported car in Georgia.
- Used days, if any, at 5 GEL a day.
The total doesn't include:
- Import VAT, because there isn't any on a passenger car: Tax Code Art. 173(z) exempts the import of passenger cars from VAT (legali.ge, checked 20 Oct 2026 · estimate — confirm locally).
- Freight, insurance, port charges, storage in the customs zone, or a broker. Those are in Landed cost in Tbilisi.
Refund if the car leaves. The calculator page notes that under Tax Code Arts. 189 and 198 the importer can get a 100% refund of the excise and import duty paid if the car is exported from Georgia within 180 days of release into free circulation (see also Art. 189 ¶8, checked 20 Oct 2026 · estimate — confirm locally).
Worked example: the excise guide's car
The same car as in Georgia car excise by year: 2.0 L petrol, left-hand drive, manufactured in 2020, declared in 2026.
| Field | Input |
|---|---|
| Tab | Vehicle |
| Tick boxes | none |
| Manufacture Year | 2020 |
| Engine | 2.0 |
| Used days | blank |
| Result on rs.ge (checked 20 Oct 2026) | GEL | USD at 2.5979 |
|---|---|---|
| Excise duty | 3,000 | $1,155 |
| Customs Tax | 130 | $50 |
| Fees (150 + 330) | 480 | $185 |
| Total fee for the customs clearance | 3,610 | $1,390 |
Output of the rs.ge calculator on 20 Oct 2026; it matches the excise guide's 2026 column. USD at the National Bank of Georgia rate of 2.5979 GEL/USD published 19 Oct 2026 (NBG). Illustrative car. estimate — confirm locally. Change the year to 2019, and excise becomes 9,000 GEL and the total 9,615 GEL. That's why the build year is worth checking before you bid.
Putting it into your max bid
The live max bid calculator is a free USD worksheet with no account: max bid = resale − repair − buyer fee − transport − title and registration − target profit. It's USD-only and has no customs fields, so it can't work out Georgian customs. Convert the rs.ge total to USD at the day's rate and put it into Title and registration. Put freight and port into Transport. For the country overview, see the Georgia market profile.
Want this inside the browser? The FlipRadar Chrome extension version with Market Profiles adds lari amounts, landed cost at your port, a walk-away line, and warnings at the 6-year excise line and for cars that may not meet Euro 5. It's in private beta and not in the Chrome Web Store. The private beta is free. To try it, email hello@theflipradar.com and ask for the private-beta extension.

FAQ
Where is the official Georgia car customs calculator?
The Revenue Service runs it at rs.ge/CarClearance-en in English and rs.ge/CarClearance in Georgian, under the name Auto/Moto Levy Calculator. It's free, needs no account, and has a Vehicle tab and a Motorcycle tab (checked 20 Oct 2026).
What does the rs.ge calculator ask for?
On the Vehicle tab: tick boxes for Hybrid, Electric, Sport, Classic and Right Wheel/Moved; Manufacture Year; Engine, in litres in 0.1 steps; and Used days. It has no field for price, fuel other than hybrid or electric, or the date you'll declare the car (checked 20 Oct 2026).
Do I enter the model year or the year of manufacture?
The year of manufacture. The field is labelled Manufacture Year, and Tax Code Art. 188 counts age as the declaration year minus the year of manufacture. A US model year (VIN 10th character) can be one year later than the build date on the door label. In our run on 20 Oct 2026, a 2.0 L car returned 3,000 GEL excise with 2020 and 9,000 GEL with 2019. Estimate — confirm locally.
Does the engine field take cm³ or litres?
Litres, from a list in 0.1 L steps. Art. 188 charges per cm³, so a 1,998 cm³ engine entered as 2.0 L may show a few lari more than the declared cm³ would give: 2,997 GEL against 3,000 GEL at 1.50 GEL/cm³ (checked 20 Oct 2026). Estimate — confirm locally.
What do the Hybrid and Right Wheel/Moved boxes change?
Excise. For a 2.0 L car made in 2020, the calculator returned 3,000 GEL excise with no box ticked, 1,200 GEL with Hybrid, and 9,000 GEL with Right Wheel/Moved, which matches Art. 188's 60% hybrid cut and triple rate for right-hand or moved steering (checked 20 Oct 2026). Estimate — confirm locally.
What is "Used days" on the rs.ge calculator?
Days of extension. The page says that after the 60-day declaration timeframe expires, you enter the number of days, out of an extra 30, by which it was or is being extended. The page script adds 5 GEL per day to the total (checked 20 Oct 2026). Leave it blank if you declare in time. Estimate — confirm locally.
What does the rs.ge total include, and what does it leave out?
It adds excise, customs tax (import duty), 150 GEL vehicle clearance, six Service Agency fees of 330 GEL, and any used-days amount. There's no import VAT line because Tax Code Art. 173(z) exempts passenger-car imports from VAT. Freight, insurance, port and storage costs and any broker are not in it (checked 20 Oct 2026). Estimate — confirm locally.
Can I get the excise back if the car leaves Georgia?
The calculator page says that under Tax Code Arts. 189 and 198 the importer can get a 100% refund of the excise and import duty paid if the car is exported from Georgia within 180 days of release into free circulation. Art. 189 ¶8 says the same for excise (checked 20 Oct 2026). Estimate — confirm locally.
Is this the calculator people search for as "растаможка авто в грузии калькулятор" or "განბაჟება კალკულატორი"?
Yes, in the sense that rs.ge is the Revenue Service's own customs calculator for cars. It's offered in Georgian and English; we didn't find a Russian version on rs.ge (checked 20 Oct 2026). Calculators on other sites are unofficial.
Does the FlipRadar calculator work out Georgian customs?
No. The free max bid calculator is a USD worksheet with no customs fields and no Georgia settings. Take the rs.ge total, convert it to USD, and put it into the Title and registration line.
